Displays content of a file

FROM   -- one or more files to display
TO     -- print output to file
OPT    -- H or N (see HEX or NUMBER)
HEX    -- displays output in hexadecimal format
NUMBER -- the lines are numbered
          HEX and NUMBER are mutually exclusive
